Uzbekistan to screen students and educators psychologically every year — with AI analysing the results

Under a presidential decree of 19 October, targeted psychological diagnostics will run through an electronic platform; the first phase starts in the 2026/2027 school year in kindergartens and schools.

Under a decree signed by President Shavkat Mirziyoyev on 19 October 2026, students and educators in Uzbekistan's education system will undergo targeted psychological diagnostics each year. The assessment is conducted through a dedicated electronic platform, with artificial intelligence analysing the results.

Three categories

The AI sorts each person's psychological state into three categories: psychologically stable; in need of psychological support; and in need of active (intensive) support. Those flagged as needing support are assigned a psychologist at their own institution; those needing active support are assigned a regional mentor psychologist.

Phased rollout

The system is introduced in phases. Phase one, in the 2026/2027 academic year, covers preschools and general secondary schools (including educators and students). Phase two, in 2027/2028, extends to specialised secondary, vocational and higher-education institutions. The assessment is held at least once per academic year.

New laboratories

From 1 January 2027, three specialised laboratories will be set up at the Scientific Research Institute of Psychology: Digital Psychology and Artificial Intelligence; Educational Psychology and Psychological Services; and Psychological Health and Prevention. The institute, under the Ministry of Education and Science, is responsible for organising the diagnostics.

Incentives and context

Mentor psychologists with high results receive a one-time payment equal to 20 times the minimum wage, with additional incentives for those teaching on professional-development courses. The decree formalises existing school psychological services and turns them into a mandatory, AI-assisted screening system spanning kindergarten to university.
