More than 1.1 million Uzbek citizens returned from abroad in January–September 2026. Sabir Khaitmurodov, head of a department at the Ministry of Employment, announced the latest figures on returnee employment at a press conference in Tashkent on October 28.

How many found work

According to the ministry, 172,000 of the returnees secured permanent employment and another 349,000 became self-employed. A further 34,000 citizens opened individual businesses during the reporting period. Of those who returned, 883,000 remained in Uzbekistan, while more than 200,000 went abroad again, citing seasonal factors.

Nearly one in three still jobless

At the same time, 257,000 returning citizens remain unemployed — nearly 29% of those who stayed in the country. Khaitmurodov said authorities are working to help them find jobs.

The labour market and benefits

Uzbekistan's labour market has roughly 300,000–400,000 officially registered vacancies, with the real figure likely higher once informal openings are counted. Many employers in trade, catering and other sectors do not advertise vacancies publicly, instead informing local officials such as assistant khokims. About 80,000 citizens are currently receiving unemployment benefits; the maximum benefit is three times the minimum wage, or UZS 4.08mn ($340).

Why they are returning

The return wave is tied to tougher conditions for labour migration in Russia. According to official data, the number of Uzbeks leaving for work in Russia fell 13.2% this year. President Shavkat Mirziyoyev had set a goal of providing permanent employment for 1 million people during 2026.
