Israel Has Targeted Ceasefire Negotiators: The Facts on Doha (2025) and Tehran (2024)
Two documented events: a 9 September 2025 strike on Hamas's negotiating leadership in Doha (six killed, Israel claimed responsibility), and the 31 July 2024 killing of Ismail Haniyeh in Tehran. Facts only, with balance.

This piece sets out the documented events behind the claim, as facts — not the opinion thesis. Two cases are confirmed by independent sources: Doha (Qatar, 2025) and Tehran (Iran, 2024).
The Doha strike (9 September 2025)
On 9 September 2025 Israel struck a residential compound in Doha's Legtaifiya district; the target was Hamas's senior political/negotiating leadership, then meeting to discuss a US-brokered Gaza ceasefire-and-hostage proposal. Israel (the prime minister's office) took “full responsibility.” Six people were killed: al-Hayya's son Humam, Hamas office director Jihad Abu Labad, three bodyguards and a Qatari security officer.
The blatant Israeli attack targeting Hamas political bureau leaders during negotiations in Doha amounts to state terrorism.

The lead negotiators survived
An important caveat: the main negotiators targeted in Doha — lead negotiator Khalil al-Hayya, along with Khaled Mashal, Zaher Jabarin and Muhammad Ismail Darwish — were reported to have survived. So “targeted / attempted assassination” is more accurate than “killed the negotiators” for Doha.
Tehran: Ismail Haniyeh (31 July 2024)
Earlier, on 31 July 2024, Hamas politburo chief Ismail Haniyeh was killed in Tehran, hours after attending Iran's presidential inauguration. He was then leading Hamas's ceasefire negotiations. Israel publicly admitted responsibility in December 2024 (Defense Minister Israel Katz).
Balance
Israel regards these leaders as responsible for the 7 October 2023 attack and the ongoing war — that is its stated rationale. While the events were reported to have disrupted or set back talks, attributing the collapse of negotiations solely to these strikes would be a causal judgement. This piece draws no broader “pattern” conclusion beyond the two documented cases.
By the numbers

- Killed: 6 (aides, bodyguards, al-Hayya's son, one Qatari officer)
- Responsibility: Israel “full” (PM's office)
- Negotiators targeted (survived): al-Hayya, Mashal, Jabarin, Darwish
- Haniyeh: 31 July 2024, Tehran; Israel admitted in December 2024
- UN experts condemned the Doha attack
