Mirziyoyev unveils an economic philosophy called “O‘Z”: “Capital has no nationality”
At a 12 October meeting with entrepreneurs and investors in New Tashkent, President Shavkat Mirziyoyev called for an end to distinguishing between foreign and domestic investors and presented the “O‘Z” philosophy (Uzbekistan, change, identity, responsibility).

President of Uzbekistan Shavkat Mirziyoyev has unveiled a new philosophy for the country's economy called “O‘Z” and called for an end to distinguishing between foreign and domestic investors.
Where and when
The statement was made on 12 October at a working meeting with entrepreneurs and investors carrying out major projects in New Tashkent. The president said that everyone who invests in Uzbekistan, brings modern technology and creates jobs — regardless of which country or city they come from — contributes to shared development.
The “O‘Z” philosophy
According to the president, O‘Z stands for Uzbekistan (O‘zbekiston), change (o‘zgarish), identity (o‘zlik) and responsibility (mas'uliyat). The idea was advanced under the slogan “Your own idea! Your own investment! Your own future! New Uzbekistan, New Tashkent — they are ours!” Mirziyoyev said investors' property and businesses would be protected by the law, the state and the president personally.
New Tashkent in figures
According to the data, in roughly the three years since construction of New Tashkent began, the project has attracted more than $2 billion in investment. First-phase projects are valued at $50 billion, while total investment potential (including an airport) is put at up to $200 billion. Facilities worth about $1 billion have been launched and construction worth $2.5 billion is beginning.
Verbatim
“Capital, advanced ideas and honest work have no nationality!” Shavkat Mirziyoyev said at the meeting. It was also announced that infrastructure fees for entrepreneurs in New Tashkent would be sharply reduced and bureaucratic procedures eased.
