Uzbekistan proposes a "one-stop center" for labor migrants heading to Russia
Citizens could complete medical exams, biometrics and Russian-language testing in one place before departure; the center has not yet been approved.

Uzbekistan is proposing a system where citizens planning to work in Russia could complete all key migration procedures before departure at a single "one-stop center." The proposal was discussed at a meeting between Migration Agency Director Mukhsinkhoja Abdurakhmonov and Russia's Ambassador to Uzbekistan Alexey Yerkhov.
How the center would work
The center would offer pre-departure testing, medical examinations, biometric registration and fingerprinting, document checks and Russian-language exams. The agency wants the Russian-language exams to be available in the regions so applicants do not have to travel to Tashkent; it says the necessary infrastructure has been prepared in four regions. In 2025, holding medical exams and language tests at branches of Russian universities in Tashkent and Jizzakh was also considered.
A vacancy-based model
The proposal envisions citizens traveling to Russia for specific vacancies, so that prospective workers would know their employer and working conditions in advance. The center has not yet been approved, and the agency announced no launch date.
The numbers
In January–June 2026, work-related entries into Russia by Uzbek citizens totaled 1.1 million, down 13.2% year-on-year. At the same time, cross-border remittances to Uzbekistan reached $9.3 billion in the first half of 2026, up 13% year-on-year.
