Tashkent to renovate 400 mahallas by 2030 under the ‘15-minute city’ principle
Tashkent will modernise 400 neighbourhood (mahalla) complexes by 2030 under the ‘15-minute mahalla’ principle, with 100 renovated by 2027. The whole programme is expected to create about 130,000 jobs. The plan was reviewed at a meeting chaired by the President on 14 October.

Tashkent plans a large-scale renovation of its mahalla complexes. Under the ‘15-minute mahalla’ principle, 400 mahallas — their utilities, roads, green and public spaces, schools, kindergartens and clinics — will be modernised by 2030.
What a ‘15-minute mahalla’ is
It is a neighbourhood where essential services — shops, schools, kindergartens, healthcare facilities, leisure and sports areas — are all within a 15-minute walk. The plan was reviewed at a meeting chaired by President Shavkat Mirziyoyev on 14 October.
Phases and jobs
The programme will be phased: 100 mahallas by 2027 and 400 by 2030. It is expected to create about 130,000 jobs across the programme, including 22,000 in the first 100 mahallas. In addition, $1 billion has been allocated to the first phase of the related ‘Uchtepa City’ business-centre project.
Yashnabad pilot project
The pilot project in Yashnabad district covers four mahallas — Vatandosh, Mohinur, Al-Bukhari and Tong — spanning 75 hectares and home to 18,386 residents. Plans include expanded green space, a 3-km walking boulevard, 2,000 new school places, four kindergartens for 540 children and three clinics. City-wide, about 48,000 school places and 40,000 kindergarten places are planned by 2030.
